Since the El NiƱo phenomenon is intensifying and there is still a lot of heat, together with droughts, wildfires, and flooding, weather forecasts should not just focus on describing the weather but should also help communities to protect their health before these situations develop into emergencies. Number 1 | El Niño is turning forecasting into a kind of preventive health care
The Signal
Seasonal climate forecasts are now an important tool for public health.
What Changed
The World Meteorological Organization has stated that a strong El Niño is developing and will strengthen from August through October 2026; the seasonal forecast shows that temperatures will be above average over most of the world, with some areas becoming wetter and others facing an increased risk of drought. The WMO stresses that seasonal forecasts provide an opportunity for early action and decision-making. (WMO, July 31, 2026)
The World Health Organization has likewise focused on preparing for El Niño and other climate-related health risks by drawing together experience from global and national sources through its EPI-WIN health-emergency network. (WHO, August 12, 2026)

Forecasting gives health agencies and local governments extra time to improve surveillance, risk communication, cooling plans, water security, staffing, emergency protocols, and outreach to people at higher risk.

What originally constituted a short-term emergency has now become a lasting challenge for both public health and infrastructure.
What Changed
The heat-and-health update issued by WHO on July 31 states that heat stress is one of the main causes of weather-related deaths. It states that around 489,000 heat-related deaths took place each year globally between 2000 and 2019. The number of heat-related deaths among those aged 65 and over rose by about 85 percent when comparing the period 2000 to 2004 with the period 2017 to 2021. (WHO, July 31, 2026)
The World Health Organization also states that heatwaves and periods of excessive heat lasting for long times are occurring more frequently, are longer in duration, more intense, and of greater magnitude as the climate warms; the consequences of such events extend beyond cases of illness and death to affect essential health services, transportation, productivity, schools, and energy systems. Why It Matters
Even though individual precautions matter, they cannot replace resilient communities, since housing, access to cooling, reliable electricity, healthcare, public spaces, and neighborhood design all affect how exposed and vulnerable people are.

Number 3 | Climate hazards are becoming cascading system risks
The Signal
The effects of heat, drought, wildfires, and flooding are now extending from one sector to another rather than remaining as separate incidents.
What Changed
On August 12, the World Meteorological Organization stated that both land and sea surfaces reached record-high temperatures during July and early August, along with extreme heat, a prolonged drought, dangerous wildfires, heavy rainfall, and flooding. According to the WMO, citing data from the National Oceanic and Atmospheric Administration, July 2026 was as hot as July 2024 and tied with that month for the hottest July on record. Heat waves can lead to energy problems. Drought affects water and agriculture. Wildfires can deteriorate air quality and impact healthcare. Flooding can disrupt transportation, housing, sanitation, and essential services.

Number 4: New York is building its local intelligence layer.
The Signal
The city of New York is extending the tools that help communities link heat risks to public health decisions.
What Changed
The Heat Vulnerability Index prepared by the New York State Department of Health enables state and local officials to spot areas with large populations that may be more susceptible to heat. The updated index for July 2026 includes 14 indicators divided into three categories: heat exposure, sociodemographic conditions, and health outcomes. (NYS Department of Health, July 2026)
New York has also created a Heat Surveillance Dashboard and county Heat and Health Profile Reports. The state’s Extreme Heat Action Plan contains 49 measures concerning adaptation planning, preparedness and communication, resilience of the built environment and infrastructure, and ecosystem-based adaptation. Why It Matters
Climate adaptation is most effective when communities know where the risks are greatest and can link that knowledge to services, investments, access to cooling resources, public spaces, and neighborhood improvements.

The seasonal forecast issued by the WMO clearly treats the forecast as an opportunity for early action, while the updated heat warning from the WHO also stresses the importance of coordinated governance, effective warning systems, protection of those at greater risk, communication, the resilience of health systems, reduced exposure, surveillance, and ongoing learning. Resilience is built on decisions based on forecasts, not the forecasts themselves.
Community Resilience Spotlight
New York: Connecting Climate Data to Local Decisions
The case of New York shows that communities do not need to establish new institutions to build anticipatory resilience; they can simply have existing organizations share information and work together.
Health agencies may use weather forecasts. Emergency managers may make use of health data. Planners may use heat-vulnerability maps. Planners can influence capital investment. When areas are redeveloped, they can include shade, cooling measures, vegetation, resilient energy systems, and accessible public spaces.
The chance is to link these decisions before an emergency reveals the gaps.

Climate adaptation is usually described in terms of projects such as setting up a cooling center in this area, building a resilience hub in that area, planting more trees, improving drainage, or strengthening emergency alerts.
However, there's a greater opportunity: establishing a community protection system.
